A facility for businesses, not a direct grant to homeowners

Royal Decree-Law 29/2026, published on 7 October and in force since the 8th, authorises the Ministry of Housing to develop with the ICO a guarantee facility of up to €280 million. It is aimed at SME manufacturers and developers using highly industrialised systems, to finance productive investment and working capital. The law does not create a direct subsidy for people wishing to build their own home, nor does it allow funds to be requested immediately: eligibility and terms will depend on the agreement implementing the facility.

What is in force and what still needs to be defined

The authorisation appears in a published law that is currently in force, although the Ministry itself notes that the decree-law must be ratified by the Permanent Deputation. Article 17 also leaves the eligibility rules and financial terms to a future agreement between Housing and the ICO. The announcement should therefore not be read as automatic finance for every company or project. Before basing a construction decision on this measure, check that the agreement has been signed and that the company meets its criteria.

What to ask when comparing industrialised homes

Ask each company which parts of the home are manufactured off site, who is responsible for the complete project and which items are excluded from the price. Also ask whether it acts as manufacturer, developer or builder; whether the quote includes foundations, transport, crane, utility connections, permits and site supervision; and which guarantees cover each stage. If it refers to the new public facility, request the programme name, financing institution and specific proof of approval. A guarantee granted to the company does not replace your contract or guarantee timing, cost or quality.

How to compare offers without confusing speed with scope

La Moncloa presents industrialisation as a way to shorten construction times and increase supply, but every home still requires a design, a viable plot, a permit and technical inspections. Compare offers based on the same drawings, specifications and included works. Require a schedule separating design, manufacturing, ground preparation, assembly and finishes, and establish what happens if the permit or foundations are delayed. Keep the construction system, thermal and acoustic performance, payment plan and process for approving changes before manufacture in writing.
